Yeah, excluding dragon visitors, I'd be surprised to find an AI (like Splugorth) that sees anything less than an ancient dragon as a peer / non-minion within Splugorth society. Though they'd be the elite of the elite.

AIs are on par with deities. As powerful as they are, dragons individually are not at that level.

Now, dragons collectively may be feared / respected and groups like Dragonwright may place them outside the hierarchy of Sploog society simply because of the collective power of such groups (kinda like a scale-clad union)... or at least afford them some semi-autonomy. This is most likely because Sploogs don't congregate like dragons.

An interesting question though is whether non-dragon members of Dragonwright are excluded/exempted from the Splugorth minion hierarchy or if there accommodations made (ie. human slaves can be Dragonwright adherents, as long as they obey their masters).

Hey, we hold certain types of people in reverence and still can treat then like dirt. The Splugorth may be just as varied in their degree of loving reverence.
But I agree with Warshield...A visiting dragon with connections may get the benefit of the doubt, but behind the scenes, if they don't have connections(and ideally are card-carrying members of the Styphon cult) , they're likely to get the business end of some heavy weapons.

or and this is just a crazy thought...

some elder dragon long ago went all murder hobo on the splugorth / its minions, that the spllugorth are still terrified of it happening again

If you take a look at some of the dragon gods that is not out of the question. I mean, we know they gave up going after Hecate because she wholesale slaughtered their minions and I think killed an actual splug or two so not out of the question.
