TW Borg -- What Rifter? Necro-Techno-Wizardry?
I know I've seen bio-borgs in Rifter #9 but I can't quite remember where I saw the TW Borg and the other forms of Techno-wizardry and Necromancy? Isn't Necro-Techno-Wizardry some form of magic in some rifter?

Rifter 2, if memory serves, had the TW variants which includes the TW necromancy borg.

Rifter 41, Full Conversion TW Cyborg, page 81, not related to necromancy.
Rifter 13 has Dark Techno-Wizardry including TW Bionics (referred to as Necro-Tech, after the OCC in the article). Starts page 71.

If my memory is not playing games, is there not a magical borg in one of the south america books?
I do believe there is a magical borg in the Wormwood book.

Memory DID serve! Rifter #2, page 84: the Seduced Techno-Wizard, is the necromantic/cyborg/undead Techno-Wizard.

It's not just Rifters! There is a TW headhunter type O.C.C. and TW bionics in Rifts World Book 20: Canada.
