now if you mean the speed frompractice then thats another story since you still have a brain and a certain percentage of your central nervous system.

It sounded like you were asking if bionic legs affected the character's PS or PP. In that case it would not. Just Spd. would be affected.

Under Rifts: UE rules, Cyborgs no longer have a PE stat full stop. They *do* enjoy a flat +3 to save vs. magic due to their construction. Additionally, Cyborgs no longer use Hit Points (the old PE + 1D8/Level rule), or indeed are affected by effects that damage Hit Points as they are "considered to be a Mega-Damage creature now."

Otherwise, common-sense rules apply to 'Borgs regarding physical skills. Full-conversion 'Borgs can't benefit from *any* bonuses from physical skills, unless they are combat bonuses/attacks per round, such as boxing or wrestling; you cannot make a car run further on the same-sized tank of fuel just by driving it long distances, and 'Borgs are the same. You cannot exercise a machine.
Partial 'Borgs *can* benefit, but only insofar as it makes sense. A Headhunter with a pair of bionic legs will get no benefit speed-wise from the Running skill, for example, but may gain some benefit storytelling-wise from Body Building for his meat arm. It can make the game highly complex though, so use judgement when and where to apply it.

That is correct and no the PP of the one limb is not used for a dodge. Just for anything that one limb does alone.
