Spell Strength Progression

I would have sworn there was a generic rule somewhere about what spell strength progression to follow if your OCC doesn't have one (and doesn't explicitly deny one).
I can't however find it, so I turn to you all, do you know of such a rule, and if so, where it can be found?

Not sure if this is what you are looking at but under Saving Throws in the Magic section under "To Save vs spell magic" (bold) they have such a progression.
