heavy weapon skill adding bonus to heavy weapons inside vehi
It seems like I read once before that the heavy weapons skill added an attack bonus. To turrets and such in vehicles. I know weapon systems skill does but what about the weapon proficiency?

Only if you use them directly. If you use some sort of interface in the vehicle then you use Weapon Systems.
