I'd allow it. I KNOW they can take the Cybernetics Giz SP in N&SS, so why not a Robotics SP?

I think only the HU HWpc could do the Transferred Intelligence, but, it is offered in Rifts SB1 (Archie).
A combination of Microcircuit design and Computer programming to make the AI (with minuses for the difficulty) would work.
The extent of your AI would depend on the campaign tech level. The modern form of programming that we call "AI" (logical algorithms, etc. - really primitive "early" AI by SciFi standards) would be great for an as-is "realistic" N&SS game.
"True" Archie style sentient AI could fit in well in an HU-based game or "hollywoodesque" N&SS game where "Super Science" is a plot device. A futuristic game would also allow true sentient AI, of course.

I think the program required to program the AI would be the computer "hacking" program. I think that is what it is called, you know, the one that's all about writing programs. In NSS it says the sophistication level is pretty low, not quite to the level of an arcade game (which, of course, is far better now than it was when it was written).
But since i use NSS in my HU game (and i suspect you are going to use it for Phase World) i have no problem dramatically increasing the potency of potential programs...
In fact if i was going to write a high-er tech gizmoteer, i'd probably add the Artificial Intelligence skill to that package.
In other words: i agree, with microchip tech and computer hacking you could make a robot. of course it would look like crap unless you had (or knew someone with) the Containment fabrication program

Using the Basic Gizmoteer Construction Skill, anyone with Gizmoteer Skill Programs can construct robots. Importing the Robot/Mecha/Advanced Electronics and Mechanics skills from other Palladium games would give you better chances at higher levels though.
