I thought in the Dragons and Gods book they got minor bonuses as they aged and went up levels, but are still nowhere near the level they are at at 600 years, at which point a magcial transformation increases their power a thousandfold.

A dragon hatchling dose not reach adult hood till At Least 600 years of age. 1%+1%/year, rolled for once per year, over 600 years of age is a good rule of thumb for excatly when the change of adulthood comes apon the hatchling.

Around 600 years. There are younger adults and older hatchlings - depending on race and individual.
