The kitty is correct.
Canonically, Phase World is connected to most of the multiverse, and that includes HU earth. A few gravity drives and likely some phase tech (and rift drives, and those energy diamond fursuit guys) would logically be found in the Milky Way.
Now, there is a minor* difference in speeds and distances, but that's a handwave either direction by the GM.
*Not minor. Really. Kind of not minor at all. Big differences, if I'm being honest about it. Phase world ships travel between galaxies. That's not short, even with a conditional speed multiplier. HU ships travel at factor, multiples of lightspeed. The fastest theoretical drive tops out at factor 1000 (napkin math says 0.1141 light years per hour), which is nowhere near a phase world ship's cruising speeds of 1-9 light years per hour. Even a phase world fighter gets 2 LYPH.
Converting, I just use the best compared local speed. That grav-fighter, 2 LYPH becomes factor 30-60. That HU space-mutant with flight-FTL? Be amazed by your LYPH per level speed.
