I would geuss that he was talking about DarkWhip's cost to buy PS for the darkwhip. Otherwise I don't know what he would be talking about ether.

I know of only one such Talent: Unnatural Strength

I looked around on the Rifter article's author's webpage, but I couldn't find any super strength talents.

Maybe the author just expected more strength related talents to come up. I know I could come up with a few.

I think it's most likely he also submitted a number of Super Strength talents to the Rifter at the same time as he subbmitted those, however sinse palladium more or less picks and choose which parts of a submission to use as is and which to edit/cut out the actual super strength talents were removed from the final publication in editing.
