Horror Factors above 20

I presently have a player who has an effective Horror Factor of 22. Using the Morphus forms in Rifter #20, he has the Malicious Attitude, granting him the ability to reach a Horror Factor of 19 (which he did, with other features). He also has the form Death, listed under the Cursed Morphus Option (which he used to create his character). Among other things, this imparts a -3 to save vs Horror upon those who behold you. We surmised that it did not matter if his H.F. was 19 with a -3 modifier to save, or a standard 22.

I would myself go the route of Penalty Modifiers to Save VS. Horror Factor rather than go up above 20, if only to keep the Dice simple.
Most characters don't have more than a +2 or 3 to Save VS. Horror Factor at any rate. A minor penalty isn't too bad.

HFs for Nightbane max out at 18. As per the rules. I dont' have the book or else I would post the page number.

The original question was in reference to Nightbane. The problem of HF being 20+ was adressed as a possibility by myself, in the form of a character I have currenly. The HF 20+ possibility is an issue that can occur in ANY of the completely compatible(uh-huh) PB systems and would be handled the same way.
