Vampires and Psionics
Another question, if a psychic gets turned into a vampire does he keep
his psychic powers or not. And if he does keep them, does he get the additional ISP
along with the vampire psychic abilities? I know if he's
a spell caster he retains his PPE level, he just doesn't get any more per
level. Just wondering if psychic abilities work just the same.

If turned into a secondary vampire, wild vampire, or wampyr, ALL powers of any kind are lost (i.e. magic, psionics, racial powers, etc.) and replaced with the powers of the vampire RCC. Master Vampires may retain the powers of their former life at GM's discretion; IIRC, Rifts Vampire Kingdoms allowed Master Vampires to retain their old magic and psionic powers, but Nightbane only mentions the retention of magic.

Yep, you're right; I was erroneously looking at the Wild Vampire. SVs only retain half of their old spells, and their spell level is permanently frozen. For psionics it just says "see psionic powers." Perhaps someone can check Rifts Vampire Kingdoms or PF: Eastern Territory to see if this is addressed therein?

I remember this was asked in one of the Rifters and I think the answer was all psychic powers are replaced with the vampire psychic powers. I don't remember the issue though, so I'll start digging in the morning.

David you hit it right on the money on the reason I was asking this
question. What happens to an Astral Lord/Mage if he or she gets turned
into a vampire? I believe the realm would still exists because it was
created by PPE. But I think the Astral Lord is screwed because most of
his powers are psionic based. But here's the big point, there's no sun
in the astral plane. So if someone was in the astral plane when the
intelligence made him into a Master Vampire, the whole soil from the
homeland wouldn't even come to play, unless you consider ectoplasm
the homeland soil. The vampire could bring his victims to the astral plane and his secondaries worry never have to worry about sunlight. They
could be active all the time.

But they would still need the soil from their homeland. Which means that the astral kingdom would need Living Condition 2 when building it.
and when ever an astral lord dies his domain Goes with him, unraveling at a rate of 100 PPE an hour.
As for Vampire specters, they can invade domains the old fashion way.
The only way for a Vampire Astral lord to exist is... it isn't.

I noted in Vampire Kingdoms that it says the undead requires to have the
soil from the land from where he was turned into a vampire. So if you're
turned into a vampire in Flordia you can have soil from anywhere in
North America. However, if a vampire intelligence makes you a master
vampire while you are in the astral plane, then you have no need for soil.
Or you need a coffin of ectoplasm I suppose.
I like the astral vampires but SoL through me a real curve ball when it
says they and the "normal vampires" are allies. That doesn't make sense.
Normal vampire come from individual intelligences, and they don't particularly like each other.
