Actually there is a good reason for a settlement there: Defense!
The place is in a mountain valley, and is therefore hard to get troops into.
For the townspeople this is a very good thing. Anyplace that is hard to get troops into is a place that troops will not want to get to. All this means is that being almost isolated is a good defense.

Nope reflected sunlight is not true sunlight. Otherwise the moon would be able to kill vampires. Something about once it's reflected using technology it looses its mystical properties.
