If it doesn't state then go by the standard talent duration which is one minute.

Nightlands page 142, just under New Nightbane Talents it states

A note on Talents: Unless otherwise indicated, all talents have a duration of minute per level (sorry I was Wrong, Tyciol was right on that one), except certain combat-oriented Talents where the PPE spent powers one attack or effect each time it is used.

what do you mean that's it? That is four melees, most combat is done in 2! Dang that's a long durration for the storm bringer power.
