Depends on how he got there, if he is using Astral Transference or Astral Projection then no, I.S.P cannot be regained unless your duration there is perm. i.e Artral Lords or Astral Mages(I believe this is expanded more in rifter 9)

If he got there physically though a portal or astral realm then yes they can.

Nightbane using their Astral Transferance talent should also allow them to recover PPE while there. They are, after all, stuck there until they acivate it again to get back.

They recover @ the rate of where their essence is.....otherwise you couldn't have whole adventures within the AP in the duratio of AP & AT.
