I've made them for all colors of the alignment spectrum. The first villain I did was a Warlord crime boss who went by the name of Rancid. He was the guy one of the NPC went to for buying Black Market weapons (and if you weren't a card carrying Preserver, the Black Market was the only way to get a gun). Rancid's predatory persona was manifested in his half-spider nature.
His underlings were also Nightbanes, one was his wetworks specialist, another was his major domo and go-between for most of his operations in the Deep South.

Yeah, i think Warlords are the most obvious potential foes. But there could be any number of reasons various faction groups could oppose each other (reasons which, i'm sure will come to me) but as far as combat is concerned: Warlords are probably most appropriate. I could also see one of the few in Spook Squad (probably a Ken or Barbie) trying to bust the character's chops (especially if they are involved with the Nocturnes).

They don't necessarily have to be older/higher level. The Warlords (or other evil faction) have new recruits too you know. They don't even have to be members of the Warlords, they could be freelancing thugs, psychotic killers (they couldn't cope with their becoming), or even unscrupulous freedom fighters (I don't care who gets hurt as long as the Nightlords are beaten!).
