Back story:A African American family found him im 1950,His becoming happed in 1973 he join a African American gang but keeps his powers secret In 2000 he leds it and was Contact by Chow-down and become the Over-lord of Pittsburgh.
The Majorty of normal humans in the gang are African American but he also recruited other Nightbane,Psychics and magic-users.

Disponsition:A Cold,ruthless,a Good planer but can be Charming and dipomatic Too.

He see other Nightbanes,Psychic and magic-user as a big Resources and wants them to join his gang in big numbers,he das not Care what color they are!

Well first, you say that he's 25, but he's been around since 1950?
Unless you mean that he simply looks 25

I see potential, but it's unrealized.
Give him a personal problem. You can give him an addiction (drugs perhaps?), but I know that instead, I'd give him anger management issues.

Have him blow up in frustration at the wrong times, suddenly become impatient with people he's trying to woo to his side with that charm, and strike out at people he cares about. (And that means instead of just using them as a big resource, he's got to have people to care about).

In short, don't make him perfect. I think his Morphus is a nifty reflection of that possibility
