Is there room in Ninjas and Superspies for a storyline based on the famous Pre-Rifts Juicer superspy?

Hmm. I wonder how close we can miss the character with an N&SS writeup? (I mean, if there's already room for the guy, then by definition there's room for stories that involve him, right?)

I'd figure that, say, Tai Chi is a passable stand-in for juicing: so long as he's not using his chi for other effects, you've got a superspy who can shove people hundreds of feet with a single push and outleap any mere Olympic champ -- and who can fire up Body Chi for tremendous feats of strength and speed, and Chi Healing to recuperate like crazy. If we throw in the Mystic China supplement ("For Use With Ninjas & Superspies"), we can double his reserves with Chi Overcharge -- and pretty much double that by giving him the once-per-adventure ability to superduperheal while shrugging off all incoming damage and replenish his chi faster than he usually does with Dragon Chi.

Either way, N&SS itself lets us build him as a Wired Agent: maybe add implants to boost his initiative and dodge and roll bonuses while making him aware of folks approaching from behind or in the dark or from hiding; maybe throw in a toxic-filter-and-oxygen-storage deal to increase lung capacity while screening out drugs and poisons; and maybe give him a bionic hand to (a) work minor superstrength feats without using any chi, and (b) activate built-in weapons at need, if you want. With enough skill programs -- espionage, military, gizmoteering, and so on -- he'd be downright omnicompetent whenever he can't simply handle stuff with sheer damn firepower and ludicrous athleticism.

He could be built rather easily with the addition of HU and N&SS. There's a chemical enhanced super soldier option in one of the power unlimited books (2 I think) that would combine well with a bunch of spy skill programs and some agent style of martial arts (Assassin makes the most sense, but I could see something like Chi Kung from Rifter 3 as well or possibly some form of Wu Shu T'sung, or pretty much any of the non-oriental martial arts introduced in Rifter 7 - one of the best collections of martial arts outside of N&SS and Mystic China).
