System failure MOD

I would say keep the best of both, but within limits;

Super-powers are possible, but are extremely rare & usually under control of the government. While they still tout themselves as the best chance America has to repel the Bugs, the old rumor of people disappearing because they were 'special' still abound.

Most OCC's from System Failure still apply, but few OCC's from HU2 would....mostly Experiment & Psionics, with Magic being far rarer.

I'd go a step further and disallow magic entirely.

Power armor is covered by the Organitech Battlesuits, so no problems there.

If you look further down the forum, you'll even see the NORAD O.C.C. I created for them. You might like the Wheelman as well.

In my own campaign, I stuck to what was offered in the main book plus my own creations.
