Going off of the info in WB6 I'd say you'd look like a vampire, but you'd only get the powers the tattoo gives you. So while you look like a vampire you're still vulnerable to normal MD attacks and what have you.

IMO someone who was born with psychic powers (or acquired them later in life) but never really developed them much can be taught how to use them better (to the point of being able to pick a PCC), but someone without psychic powers can never be taught to use them.

Probably because Kevin thought that OCC should be for villains only and as such a GM can just let them have whatever spells they thought the NPC needed.

I prefer the Nightbane (or HU2, I forget which) rules that allows you to combine the damage, but you also risk breaking the weapon if you end up doing too much damage (obviously that last part wouldn't apply to rune weapons).
