The reason is editing, it was once much more powerful and the three attacks was to tone it down but Kev reduced the damage and missed the number of attacks. It should be corrected in the PU notes for PU3 - it should be the same as the other EE powers. Carmen.

You can NOT take a eugenics modification more than once, unless that modifications specifically allows it, this is the same for all power/abilities in HU2, PU1 + PU2! That is something I never thought of, I would make Resistant to Cold off limits to them and should add Resistant to Heat for free at the start.
