I never really introduced rune weapons into my games since they were very low powered. Games that I did allow special weapons (holy weapons and lightbringer) were only in PF.

No, they are restricted to their elemental magic. They are not traditional magic users that can learn/cast/use traditional magic.

When a character becomes a Cosmo-Knight, do they loose their specific racial traits? (like an Elf's nightvision or a Slurmph's slime abilities)

Or just scale back your game to a lower-power setting. Tell them that they can only pick gear from certain books, or just tell them that only the main RIFTS book is allowed. NOTE: This is only a solution when playing RIFTS...since Phase World's nature is pretty higher on the Mega-Damage scale.

I guess it really boils down to what you want your Dragoons in your games to represent and/or what kingdom in the game is calling what a Dragoon and how much training/equipment they get. I would say the definition of Dragoon would mean many things to different people.
