I'm surprised not to hear a suggestion of Land of the South Winds yet. It's not laid out in any book, so you're free to integrate the setting as you please. What we do know of it is that it's full of squabbling feudal lords, and a sovereign dukedom with a usurper sounds like a solid fit.

You are the GM - the bonuses are whatever you set them at. You have the power to exploit every skill-stack and bonus-stack a player can, but you also have the power to ignore those same things and simply fiat the NPC's bonuses to an acceptable level. Feel like the villain's bonus should be 6 instead...

There are 5 Palladium GM Screens out there - one PF, 2 RIFTS, and 2 ATB/TMNT. None have been on the market for many years, though various ones can be found second hand without too much difficulty.

Personally, I'd use TMNT&OS for giant mutant animals. That's got the tables for things up to the size of Jurassic dinosaurs, and the dinosaur stats to go with them. Roll-up a couple not-overly-modified T-Rex, and you've got yourself some top-hole godzilla subs.

No new skill is granted. By the book, you simply get whichever is the higher percentage.

Personally, I don't mind the idea of bumping it up by one level's % bonus, or doing the "professional quality" thing as applicable, but that's houserule.

Personally, I would say yes, they can "see" you still, but you'd be the lowest priority target amongst a group of people who weren't drained. If you're alone/the last one/too close though, you're dogmeat. Also, PPE does come back relatively quickly - 15 minutes and you'd be glowing again.
