The ULTRA Sniper Rifle sound like a Burst or Pulse Laser weapon from what you posted. I dont have the book so I cant say. Lasers no Kick. Even if Pulse. Ion Electricy has no Kick until it Hits You. I have issue with the current rulesfor moving objects. For onething I think only relative movement should count, if I'm behind a plane moving 400 mph and i am moving 400 mph the relative movement is 0. I have other problems with it but I don't have time to go into them now.
