In BTS 1ed I used the Heroes Unlimited conversion rules from NSSR: psychic characters could get a martial art form for one skill program, but arcanists were limited to agent HTH. This gave the latent, physical, and healer more oomph and narrative control to keep them from being overshadowed by the s...

Your player is a man with fine judgment, and a snappy dresser to boot. Anarchist aligned characters are undisciplined scum that will lie, cheat, or betray their "friends." At least you can trust an aberrant character.

I really dislike epic BtS games. I won't even play. It stretches my sense of disbelief to the breaking point. Intimate scale all the way.

I think one reason I like smaller stakes is it feels like you can fail at them without the game ending, so the risk of failure is greater.

All I'm seeking in this case is getting the player to think with his head before his heart. That's a laudible goal; I'm completely on board. How to achieve that goal is the trick. I see it as an out-of-game problem, so I think using in-game solutions is counter-productive. It sounds to me like the ...

The greatest thing about BTS 2 is the occupation system. My favorite Palladium monsters are the sowki (echoes of Conan's enemy the Serpent Men or the Kinori), spider demons, and supernatural intelligences (since they can't manifest bodily in BTS).
