I'd say stick with an all S.D.C. setting, if for whatever reason you want something to be virtually impossible to damage with regular weaponry you can slap on some extra A.R. points. Magic could be very easily slotted in and made feasible with nothing more then "the caster has to actually belie...

Personally i don't think the CS needs more options to work with...
but you managed to do it while adding flavor, some insight and no power creep, so, kudos.

Rifter #50 actually has an O.C.C. called a Genetecist. It requires a genepool from Splicers, is kinda gross, and about a billion times cooler than the genesplicers or genetechs from Rifts and Phase Worlds because Splicers is just that much cooler. Personally I would think dimension books the size of the adventure books (The Black Vault and its kin) would be just about the perfect size. They provide enough room for a handful of maps and some detailed write ups on locations, npc' and classes while not being so big as to warrant filler material ...

Why doesn't it work?
Because it's like claiming that you can pilot the cargo plane that's carrying a tank by using the tanks controls. No matter how badass that tanks control systems (and your ability to drive it) are they are not going to give you any extra edge while flying the plane.
