Well for bursts, surprisingly the generic rules listed in the old Rifts books hold true. A short burst on real modern weapons is usually 20% of the clip. So just do a little division. A really really easy fix for this? Just steal the Genius tables from BTS 2nd Edition. Let a player roll "extra" PPE (following the Ordinary Person dice) and blow that on the Genius table, so you can buy some skill %'s etc. Shouldnt unbalance anything, they prolly cant buy more than 1 or 2,...

Hrmmm when I used to live in CA, I carried 2 knives, a 14inch weighted dowl rod and I wore weighted gloves, all were visable enough to not be considered concealed weapons, and I never had a problem.
