Question #1:
Does the Cirlce move with you?

I would say no it doesn't move with you.

However, the text doesn't state one way or the other just the diameter of the circle nor what happens if the caster moves after casting. The lack of detailing on what happens if you move IMHO suggests it doesn't move with you.
