New Tattoo Crossed Weapons

I noticed in the Secrets Of the Atlanteans Book the crossed weapons is now a tattoo enhacement and not a stand alone tattoo magic weapon catergory. Does the crossed weapons tattoo create duel weapons for the Tattoo man to use? Or just give bonuses to the weapons appearing in the tattoo? Previously, I thought it just gave bonuses.

Crossed weapons gives a set of bonuses for 5 PPE. As an enhancement, it can be added to any of the base weapon tattoos--flames, serpent, or otherwise.
