The way the description is written it works on others. There is no Text saying or implying that it works on the caster's self.

Cloud magic doesn't move to the whims of the winds, unless the text says so.

There is text that says that SN body parts have to be specially prepared for them to remain as physical objects. It doesn't state any specific spell that does this stabilization.

If you have a coin to flip, and choose too use it to determine which table use it.....than do it. It is not soemthing you need to see in the canon text, because the random tables are there to help those who just can't make up their minds about what power(s) the char would have.

From what I remember it is Humans, Orcs, and Elves that can get the normal type of PB magic tattoos. My Atlantis book is packed away, So I can't reference it ATM.

The only way it does is when it includes a rebreather or something that fits in the mouth that impeads speaking. But only if the mage has to speak to cast the spell.
