This is why I do supervised character generation, but I also run character driven stories and I like to see creation to start brainstorming some ideas. It's also handy to be on hand to answer questions and enforce any set limitations. Ultimately you are the judge of what is appropriate for the game ...

It would depend on whether the character learned it as a ritual or an invocation. How many actions it takes as an invocation would depend on the spell level, but probably 2-3. I'd buy a new TMNT edition in a heartbeat. First Palladium title I even played and I was hooked. The new series is very, very good and it could stir up a lot of new interest in Palladium if they could renew the license.

I've never had a problem with it. I think it helps when the couple's relationship is more matured or the people involved are individually more mature towards each other. In my group, all couples are 30 or over and the singles are mostly late 20's so it works out well for us.

Have you tried just offering them a chance to run? My experience has been that a potential new GM is more apt to run if they know there are people who would be willing to play and support them as they learn the ropes.

I've actually used a 4 demon pack of Unclean to great effect on more than one occasion. Seems like a significant handicap at lower levels by your example, though providing a way to cast higher level spells faster at higher levels which seems like a very reasonable trade off to me.
